a factory in Burma, the prohibition of the export of completed

aircraft to China and Japan from Hong Kong would not apply to

Burma.

The enclosed memorandum will however show in rather greater

detail the genesis of the proposal to set up a factory in Hong

Kong and the views taken by the Government Departments here on

the project. Hitherto, you will see, the Burma Office has

maintained a non-committal attitude and has not thought it

worth while to enquire what view the Government of Burma would

take towards the establishment of such a factory should the

promoters consider that Rangoon would be a suitable site for it.

We should now, however, be glad if the Government of Burma

would consider the matter and let us know what their general

attitude would be towards such a project, and in particular

what are the replies to the specific questions set out in the

memorandum.
